This research report presents a unique survival strategy for Chungcheongbuk-do (Chungbuk) amidst the global white bio market, which is growing rapidly 

at an annual average of 24.9%. The status analysis reveals a "mismatch" where Chungbuk possesses excellent R&D capabilities (ranking 2nd nationwide) but severely lacks investment in production facilities. However, it is confirmed to hold a solid "Captive Market" anchored by a concentration of 

plastic processing companies and large food enterprises.

Accordingly, this report proposes a "Downstream (Commercialization & Productization) Centric Practical Independent Route" as a core strategy, avoiding 

large-scale raw material production competition. Specifically, a "Triple-Track" model connecting the Central Region (Innovation Production), heongju/Osong Region (R&D), and Northern/Southern Regions (Carbon Neutrality) should be established to intensively foster three core sectors: 

① Lifestyle Packaging (Scale-up Demonstration), ② Medical & Functional Materials (High Value-Added), and ③ Carbon-Neutral CCU (Resource 

Circulation).

To ensure the execution of these strategies, three major policy support systems are proposed: enactment of the "Chungbuk White Bio Industry Promotion 

Ordinance" (introducing public procurement quotas), launch of a public-private-academic-research "Convergence Alliance," and designation of a 

"Regulation-Free Special Zone." Through these initiatives, Chungbuk will leap forward as the "Korea Commercialization Hub," connecting lab-scale 

technologies to the actual market and driving the competitiveness of the K-White Bio industry.
