This study proposes the introduction and concrete policy measures of the Climate Awareness Advance Ruling System to enhance local governments’ capacity for greenhouse gas reduction and climate crisis response. By integrating climate impact assessment—including greenhouse gas emissions and mitigation options—into the preliminary examination stage under Article 30 of the Administrative Petition Processing Act, the system enables small-scale development projects and administrative petitions to proactively identify and address climate impacts at the early stage. A case analysis of Jecheon City (Chungcheongbuk-do) over three years identified the cumulative greenhouse gas emission characteristics of local administrative development activities such as building permits, tourist farms, and factory establishments, with particular emphasis on Scope 3 emissions from supply chain, material use, and land-use change. The study presents quantitative methods for emission calculation and scenario-based mitigation options tailored to major emission sources. The integration of climate awareness does not require new legislation and can be achieved through local ordinances or administrative guidelines. A stepwise policy roadmap—which includes automated assessment tools, incentives, and operational manuals—is recommended for effective implementation. Based on domestic and international best practices, the proposed system is expected to strengthen local carbon neutrality governance and support broad dissemination of community-grounded climate policies nationwide
