This study examines the ideology, structure, activities, and challenges of cooperatives, along with overseas cases, specifically organizing Germany's experiences, challenges. It investigates leading development cases of Korean renewable energy cooperatives: the urban-type Ansan Sunshine Cooperative and the rural-type Yeoju Guyang-ri Village Community Cooperative. Subsequently, it derives implications for Chungbuk Province from 

the development and challenges of cooperatives in Korea and Germany.

In Germany, in step with the energy transition policy, the establishment of renewable energy cooperatives increased rapidly, leading to the formation of a national federation that actively provides diverse support and solidarity activities. Legally and institutionally, resident participation is supported through measures such as securing land for renewable energy generation facilities, relaxing distance requirements, and providing financial support. 

As leading domestic examples of resident-participation energy cooperatives, it examined the urban model of the Ansan Citizen Sunshine Power Generation Cooperative and the rural model of the Gyuyang-ri Village Community Cooperative in Yeoju. Both types currently possess distinct advantages and are developing while facing challenges. 

The main implication for Province Chungbuk is that institutional improvements must start with easing separation distance regulations. This is because securing land must precede addressing other institutional foundations like finance and grid connection, as it enables consideration of securing members and financing methods.
