목록 충청북도 도로사업의 투자우선순위 기준연구 관련키워드 충청북도도로사업투자우선순위기준연구 연구진 : 원광희,박효기 발행일 : 2003. 12 조회수 : 7,543 목차 본 연구는 한정된 재원속에서 도로사업의 투자효과를 극대화하기 위한 투자우선 순위결정을 위한 평가기준을 설정하는데 연구의 목적이 있다. 현재 시행되는 도로투자심사제도의 문제점을 개선하기 위해 본 연구에서는 재정자립도와 전문가를 대상으로 한 AHP 기법을 활용하여 도로사업의 투자우선 순위 평가지표를 설정하였다. 그동안 도로사업 투자우선 순위평가시 경제성 측면에 가중치를 높게 부여함으로서 지역적 특성의 반영이 어려워 지역간 불균형 현상이 가속화 되어왔다. 본 연구에서는 도로투자 우선순위 결정시 평가항목을 대상으로 재정자립도변수를 지표에 반영하여 사용함으로써 지역균형개발 측면에서의 효과가 나타날수록 평가기준을 마련하였으며, 이러한 지표의 설정은 도시적 토지이용이나, 도시화율이 높은 타광역시도와 차별화하여 적용이 가능하게 될 것이다. 또한 금년 말 수립될 충청북도 도로정비기본계획의 효율적이고 안정적인 추진을 위해 도로투자사업의 투자우선 순위결정을 위한 평가를 정례화함으로써 정치적인 판단에 의해 즉흥적으로 도로사업에 대한 투자우선 순위가 결정되는 등의 문제가 개선될 수 있을 것이다. 특히 행정수도의 충청권 이전으로 토지이용 패턴도 크게 변화될 것으로 예상되기 때문에 향후 이와 같은 변화를 고려하여 도로사업의 투자우선순위 평가를 2년에 한번씩 정기적으로 추진하여 토지이용과 교통계획이 연계되도록 할 필요가 있다. 그동안 충청북도의 경우 수익성있는 유료도로 발굴이 현실적으로 어려웠으나, 신행정수도 충청권이전이라는 참여정부의 적극적인 정책수단의 도입에 따라 민자유치사업으로 추진가능한 유료도로를 추진할 수 있는 기반이 형성되고 있다. 따라서 신행정수도의 충청권 이전 프로젝트와 병행하여 도로의 신설, 정비를 효율적으로 하기 위해 수익성이 있을 것으로 판단되는 도로 구간을 적극 발굴해 내고, 이러한 도로에 지역발전촉진전략으로 활용되도록 하고자 충북지역 향토문화산업 육성방안을 제시하는데 연구목적을 두고 있다. 2. 향토문화는 일정한 지역사회에 사는 사람들이 정신적?물질적으로 이루어 놓은 일체의 성과물이라 할 수 있고, 향토자원은 일정한 지역사회 범주 내에 내재된 유?무형의 특성 있는 지역자원 또는 전통자원을 말한다. 그리고 향토문화산업은 일정한 지역사회에서 지역성과 전통성을 지닌 특성 있는 향토문화자원요소를 개발 또는 활용하여 새로운 부가가치를 창출하는 산업으로 정의할 수 있다. 한편, 향토문화산업은 자원의 투입단계별, 주도산업별, 자원활용별, 사업추진주체별로 유형화 할 수 있으며, 향토문화산업의 발전단계는 생성단계, 조직화단계, 클러스터화단계, 복합화단계 등으로 구분할 수 있다. 3. 현재 전국 및 충북의 향토문화산업은 현실적으로 매우 취약한 실정에 있는 것으로 분석되고 있다. 한편, 향토문화산업과 관련한 법률로는 농림어업인 삶의 질 향상 및 농산어촌 지역개발촉진법, 국가균형발전특별법, 지역균형개발 및 지방중소기업 육성에 관한 특별법, 농업?농촌기본법, 농산물가공산업육성법 등이 있다. 그리고 향토문화산업 관련 육성정책은 농림부, 산자부 등 다양한 중앙부처에서 추진해 오고 있는 것으로 파악되고 있다. 그러나 전반적으로 1) 향토문화산업에 대한 인식이 부족하고, 2) 지역사회 내에 공감대형성도 미흡하며, 3) 수요자 중심의 지원정책이 상대적으로 취약하고, 4) 소프트웨어 측면의 지원체계가 구축되어 있지 못하며, 5) 정책적 연계성을 상실하고 있고, 6) 사업주체별 기능분담이 이루어지지 못하고 있는 문제점을 가지고 있는 것으로 평가되고 있다. 향토문화산업 성공사례에서 성공한 향토문화산업의 특징은 1) 향토문화브랜드의 일관성을 유지하고, 2) 브랜드 위기에 적극 대처하였으며, 3) 특성별 성공전략을 충족하고 있었고, 4) CEO의 확고한 의지와 주도적 역할이 있었으며, 4) 협력적 네트워크를 잘 형성하고 활용하고 있었다는 공통점을 가지고 있었다. 4. 충북지역 향토문화산업의 육성을 위해 단계별 맞춤형 육성방안, 안정적 관리체계 구축방안, 성장기반 조성방안 등으로 구분하여 구체적인 정책방안을 제시하였다. 먼저 단계별 맞춤형 육성방안에서 생성단계에서는 충북향토문화자원발굴조사, 충북향토문화자원 산업화 가능성 진단평가를, 조직화단계에서는 충북향토문화산업 네트워크 채널구축, 충북향토문화산업 브랜드 명품지정운영을 제안하였다. 그리고 클러스터화단계에서는 충북향토문화산업 기능명장 양성프로젝트 추진, 충북향토문화비즈니스 컨설팅 지원사업전개, 향토문화산업 전문모델단지개발을, 복합화단계에서는 충북향토문화산업축제의 전략적 육성, 충북향토문화테마마을 개발 등의 사업을 제시하였다. 안정적 관리체계 구축방안으로는 충북향토문화산업 펀드조성과 충북향토문화자원 직접지불제도 도입,
