[wr_subject] => [31-2] 지방 인구구조의 변화와 지역 사회복지 전달체계에 관한 연구 [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 [wr_subject] => [31-2] 지방 인구구조의 변화와 지역 사회복지 전달체계에 관한 연구 [wr_content] => [초록] 우리나라의 지방의 인구는 지속적으로 감소하고 있으며 고령화 역시 심화되고 있다. 이로 인하여 지방은 총체적인 소멸 위기에 처해 있고 저출산·고령화가 지속되면서 향후 2031년 이후 인구의 절대 규모가 감소할 것으로 예상된다. 본 연구에서는 앞으로의 인구구조의 변화를 반영한 사회복지 전달체계의 개편 방안을 모색하는 과정의 일환으로 지역별 인구구조 및 변화의 특성을 기준으로 지방자치단체를 유형화하여 지역별 맞춤형 사회복지전달체계를 제시하고자 한다. 세 가지 유형 중에서 특별히 초고령화 농촌 유형의 경우에는 광역행정 네트워크를 통한 기능의 재조정과 읍면동의 업무 및 재정조정을 통한 노인복지 전문성 구축이 중요한 전략 방향이 되어야 한다. 인구감소에 따른 광역행정 네트워크를 위해서는 지자체 간 통합 운영이나 업무 통합이 불가피하다. 이를 위하여 빅데이터 기술이나 제4차 산업혁명 기술을 활용한 사회복지-의료, 교통 연계형 복지서비스로 발전시킬 필요가 있다.
