대중교통벽지노선수요응답형버스DRT공공교통서비스 연구진 : 오상진 발행일 : 2023.12. 조회수 : 249 요약 본 연구는 인구가 지속 감소하고 고령화되고 있는 충북내 농촌지역에 지속가능한 공공교통서비스 공급체계를 구축하기 위해 현재 청주시에서 운영하고 있는 버스형 DRT의 타 시군 확대방안을 검토하였다. 현재 시군에서 운영중인 벽지노선이 이용률이 낮고 1일 운행횟수가 적어 농촌지역의 실질적인 대중교통으로서의 기능을 수행하고 있지 못함에 따라 벽지노선 관리방향을 설정하고 불합리하게 운영되는 벽지노선 지정을 해제하여 버스형 DRT를 공급하는 방안에 대해 검토하였다. 현재 벽지노선 운영현황을 분석한 결과, 1일 운행횟수가 적어 주민들이 원하는 시간대에 운행되지 못하는 서비스수준 저하의 문제, 1회 운행시 ㎞당 0.4명 이용으로 상당부분 빈차로 운행되는 반면 지원액은 지속 증가하는 비효율적 운영의 문제, 벽지명령노선이 신설, 폐지 등 기준이 없어 수요가 없어도 폐지할 근거가 미흡한 관리체계의 문제점을 지적하였다. 청주시에서 운영하고 있는 버스형 DRT 운영현황을 분석한 결과, 고령자 친화형 이용환경 구축 필요성, 1회 운행시 탑승자 수가 1~2인에 불과한 실정으로 자원의 효율적 활용방안 강구 필요성, 승객 픽업을 위한 접근거리 단축 필요성, 요금을 합리적으로 조정함으로써 정책의 지속가능성을 높일 필요성을 제시하였다. 대중교통 소외지역 교통서비스 공급방향으로 벽지노선을 구조조정하여 버스형 DRT 운영방안을 검토한 결과, 단기적으로 벽지교통체계 구축대상을 정하여 서비스 대상지역별로 구역형, 선형, 기타지역에 따라 서비스 공급방안을 제시하였고, 중장기적으로 읍~면을 연계하는 간선과 읍면소재지를 중심으로 벽오지와 지선교통체계로 구분하여 전체 농촌지역 공공교통서비스 구축방향을 제시하였다.
