대응하기 위한 충청북도의 전략적 방향을 모색하는 데 목적이 있다. 새 정부는 수도권 중심의 성장 모델에서 벗어나 국가 전반의 균형성장을 핵심 국정 철학으로제시하고 있으며, 이를 구체화한 정책 틀로 ‘5극3특’ 국가균형성장 전략과 123대 국정과제, 144개 세부과제를 제시하고 중요한 10개 과제를 메가프로젝트로 도출하였다. 이러한 정책 체계는 단순한 선언이 아니라 향후 예산 배분, 대형 국책사업 선정, 제도 개편의 기준으로 작동할 가능성이 높다는 점에서 지방정부 차원의 선제적이고 전략적인대응이 요구된다는 당위성을 확보하고 있다. 현재 충청북도는 충청권 메가시티라는 초광역 체계 안에 포함되어 있으나, 대전・세종 중심의 성장 구조가 고착될 경우 지역 발전의 주변화와 인구・산업 유출이 심화될 수있다는 구조적 위험을 안고 있다. 이에 따라 충북은 단순한 참여자가 아니라 충청권 내에서 독자적 기능과 역할을 갖는 성장축을 구축해야 할 필요성이 제기된다. 더 나아가 충북은 중부내륙에 위치한 지리적 특성과 “중부내륙특별법”을 활용하여, ‘5극’과 ‘3특’을 연결하는 내륙 성장 네트워크의 핵심 거점으로 자리매김할 수 있는 잠재력을 보유하고 있다.이러한 문제의식 속에서 본 연구는 이재명 정부의 국정과제를 체계적으로 분석하고, 그 중 충북과의 연관성이 높고 추진 가능성이 있는 과제를 선별하여 충북도정과 연계하는 데 초점을 두었다. 연구는 단순히 정책을 나열하는 데 그치지 않고, 충북이 국가균형성장 전략의 성공에 필수적인 역할을 수행할 수 있다는 ‘국가 기여 논리’를 중심으로 대응 전략을 설계하고자 하였다. 이를 통해 충북의 기존 지역 공약과 현안 사업을 국정과제의 언어로 재구성하고, 국비 확보와 제도 반영 가능성을 높이는 것이 핵심적인 목표로 설정되었다. 검토 결과, 이재명 정부의 국정과제는 정치・경제・사회・균형발전・외교안보 등 전 분야에 걸쳐 광범위하게 구성되어 있으나, 이 중 상당수는 지방정부 차원에서 구체화・집행이 가능한 여지를 내포하고 있는 것으로 분석되었다. 구체적으로, AI 3대 강국 도약, 산업 르네상스, 기후・에너지 전환, 자치분권 기반 균형성장, 농산어촌 혁신, 복지・돌봄 강 화, 교육 및 인재 양성, 문화・관광 활성화 등은 충북의 기존 정책 방향 및 산업구조와 높은 연계성을 보인 것으로 분석되었다. 충북은 바이오, 반도체, 이차전지 등 국가 전략산업의 핵심 거점을 이미 확보하고 있으며, AI・디지털 전환과 결합할 경우 초광역 차원의 성장엔진으로 발전할 수 있는 조건을 갖추고 있다. 한편, 5극3특 144개 세부과제 분석을 통해, 정부의 균형성장 전략이 단순한 지역 분산이 아니라 권역 거점 중심의 선택과 집중, 그리고 교통・산업・인재・재정의 패키지화를 지향하고 있음을 확인하였다. 이는 충북이 단일 시・군 단위의 개별 사업을 넘어, 초 광역 협력 구조 속에서 전략산업, 교통망, 정주 여건, 인재 양성을 통합적으로 설계해야함을 의미한다. 특히, 철도・도로 중심의 60분 생활권 구축, 초광역 교통망 강화, 공공기관 2차 이전, 초광역 재정체계 도입 등은 충북의 공간 구조와 산업입지를 재편할 수 있는 핵심 기회 요인으로 작용할 수 있다. 이러한 분석을 토대로 본 보고서에서는 충북 대응 전략을 구조축, 성장축, 활력축, 신뢰축이라는 네 가지 정책 축으로 종합하였다. 구조축에서는 초광역 거버넌스 강화, 공공기관 유치, 교통・국토 인프라 확충, 재정 선순환 구조 구축을 통해 충북의 물리적・제도적 뼈대를 강화하는 방향을 제시하였다. 성장축에서는 반도체・바이오・이차전지를 중심으로 한 첨단산업 고도화와 AI・AX 전환, 농생명 및 그린바이오 산업 육성을 통해 지속 가능한 성장 대학・연구기관을 연계한 국가 바이오・헬스 초광역 혁신 허브를 구축해 연구개발부터 산업화까지 전주기 생태계를 완성한다. 셋째, 청주공항을 중심으로 철도・도로・물류・산업을 결합한 중부내륙 신공항 경제권 메가 프로젝트를 추진하여 충북을 내륙형 글로벌 물류・산업 관문으로 육성한다. 넷째, 충청권과 강원・전북을 연결하는 중부내륙 초광역 교통・산업 네트워크 구축 연구는 농촌의 지속 가능한 발전을 위한 전략을 수립하고, 충북 농촌을 매력적인 공간으로 만들기 위해 다양한 분야별 실행 방안을 제시하는 것을 목적으로 함 2022년 기준 충북 인구는 약 162만 명이며, 이 중 농촌(읍·면)에 거주하는 인구는 약 42.15%로 점차 감소하는 추세임. 특히 면 지역의 인구는 가파르게 감소하고 있음. 고령화 비율이 심각하여 면 지역의 65세 이상 인구는 31.08%에 달해 초고령사회에 접어들었으며, 이는 농촌의 인구 절벽과 경제 위기를 더욱 심화시키고 있음 농촌 경제는 농업을 중심으로 운영되나, 청년층 유출과 고령화로 인해 노동력 부족이 발생하고 있음. 농촌 소득 증대와 일자리 창출을 위한 구조적 변화와 혁신이 필요함 생활 인프라 부족, 빈집 증가, 노후주택 문제 등으로 인해 농촌의 정주 환경은 악화되고 있음. 병원, 약국, 편의시설 등이 줄어들어 생활 서비스 이용의 불편함도 심각함 이러한 문제점을 개선하기 위해서 도시민들의 농촌에 대한 인식조사를 실시하였음 도시민을 대상으로 농촌에 대한 인식과 귀촌 의향을 조사한 결과 많은 도시민이 농촌 생활에 관심을 보이나, 생활환경과 일자리 부족이 귀촌을 가로막는 주요 요인으로 나타났음. 도시민들은 자연환경과 여유로운 생활이 매력적인 요소로 인식하고 있었고 생활 인프라 부족, 의료 및 교육 서비스 미비 등이 주요 단점으로 지적했음 위의 연구내용을 바탕으로 분야별 매력적인 충북 농촌 전략을 도출하였음. 농업분야는 스마트 농업으로 전환하여 4차 산업혁명 기술을 활용한 스마트팜 확대 및 농업 자동화 추진하고 청년 농업 창업 지원과 귀농·귀촌 장려 환경 및 산업경제 변화에 대한 전망과 충북 산업경제 분야별 현황 진단을 통해 충북지역 산업생태계 재구조화를 위한 전략적 방향을 제시함으로써 충북 경제의 지속가능한 발전을 촉진하고자 하는 것이다. 본 연구는 연구 목적 달성을 위해 다음과 같은 내용을 중심으로 연구를 수행하였다. 첫째, 미래 산업트랜드 및 이슈, 대내외 환경변화에 대한 전망 등을 통해 충북 산업생태계 혁신과 재구조화 검토 대상과 주요 정책분야를 도출하였다. 둘째, 미래 산업변화 전망에 대응하는 충북지역 산업생태계 현황 및 여건 진단을 통해 향후 산업생태계 혁신 정책방향을 설정하였다. 마지막으로, 충북지역 산업생태계 재구조화를 위한 혁신 아젠다와 전략과제 등을 제시하였다. 본 연구는 충북 산업생태계 혁신 Reshaping 전략 비전체계를 통해 ‘글로벌 신산업 혁신성장의 중심, 충북’의 비전과 ‘충북형 산업생태계 선도모델 구축 및 글로벌 혁신성장 경쟁력 확보’의 정책목표를 제안하였다. 산업생태계 혁신의 비전과 정책목표를 달성하기 위한 이행 수단으로 5대 전략, 23대 혁신아젠다, 59개 전략과제를 제시하였으며, 이를 전략 분야별로 살펴보면 다음과 같다. 첫째, 생산인프라 최적화 및 첨단화의 전략에서는 산업고도화 대응 및 생산인프라 혁신, 생산 인프라 디지털화 및 인공지능 전환(AX) 촉진, 분산에너지 시스템 구축, 스마트 그리드 및 에너지 효율화, RE100 산업단지 구축 등의 5대 혁신아젠다와 12개 전략과제를 제시하였다. 둘째, 첨단 R&D 및 기술창업 활성화의 전략에서는 주축산업 중심의 도전적 선도기술 확보, 현안 해결 중심의 융합적
